A country that has sovereignty is fully independent.
Suzerainty
A relationship where a more powerful country, called the suzerain, controls the foreign relations of a less powerful country, called the vassal. The vassal has limited self-rule and domestic autonomy, but is technically independent. The term suzerainty can also refer to the relationship between a feudal lord and their vassals.
